How does the Town determine which areas need additional funding?

Upon creating the boundaries of the CRA, the Town conducted a study known as the “Findings of Necessity” to determine if there are areas that exhibit elements of slum and blight. Once it was determined that such areas exist within the Town, the Town gave approval to create the CRA and allow for increment revenues to be reinvested within this area.
