Capital Projects Status Report for September 2008

1. FLAMINGO ROAD FIRE RESCUE STATION #68                        E. DeSimone, P.M.
        
Design and construct a new single story, four-bay fire station.

Project design on hold, pending site selection.
DESIGN PHASE – 1%

Design Consultant has been selected.

2. LINEAR PARK                                                          E. DeSimone, P.M.
        
Provide improvements from State Road 7 to I-75 including, landscaping, irrigation, 12 picnic shelters, 7 fishing piers, improved walkways, and lighting.

CONSTRUCTION PHASE – Landscaping – 70%
Irrigation – 100%
Picnic Shelters – 100%
Fishing Piers – 100%
Improved Walkways – 100%

Staff has prepared a permit modification and has submitted to S.F.W.M.D. for the landscaping between University Drive and Pine Island Road.

3. MATH IGLER PARK                                                      K. Pursell, P.M.
        
Construct a new park at the Math Igler Property which includes 2 playgrounds, 1 picnic shelter, walkways, and landscaping.

CONSTRUCTION PHASE – 100%

Staff has purchased the benches, bike rack, and trash receptacles, and expects delivery and installation to be complete by the end of the month.

 4. OAKES ROAD FIRE RESCUE STATION #104                 E. DeSimone, P.M.       

Construct an approximately 16,000 square foot, three-bay fire station

PUNCHLIST COMPLETION PHASE – 80%

Take-over contract has been negotiated with the Surety to complete punchlist.
Surety has hired a contractor and is completing the punchlist.

5. PARKS AND RECREATION OFFICE BUILDING                 K. Pursell, P.M.

Install a new modular office building for the Parks and Recreation Department at Pine Island Park

SITE SELECTION PHASE: 40%

The Parks and Recreation Department is presenting Site and Building Options to Planning and Zoning.  
Upon approval Capital Projects will proceed with construction of the project.  

6. PUBLIC WORKS COMPOUND                                        K. Pursell, P.M.

Public Works/Fire Administration Office Building and Storage Building
                
Construct a new 14,117 square foot office building for Public Works and Fire Administration and a 2,700 square foot Public Works storage and workshop building.

CONSTRUCTION PHASE:
Storage Bldg – 100%
Administration Bldg – 100%

The final Certificate of Occupancy pending modification to the Stormwater System

7. SHENANDOAH FIRE RESCUE STATION #86                   E. DeSimone, P.M.
        
Design and construct a three bay fire rescue station.

DESIGN PHASE – 1%

Project design on hold, pending site selection.
Design Consultant has been selected.

8. PINE ISLAND AQUATICS WATER PLAYGROUND                E. DeSimone, P.M.
        
Construction of a water play area & rest room facility for water play area along with drainage improvements to accommodate the construction.

DESIGN PHASE – 80% (HOLD)

Project removed from Capital Improvements Plan.

9. POLICE AND FIRE MEMORIAL                                     K. Pursell, P.M
                
Install memorial at Pine Island Park for Police & Fire Personnel, using donated funds.

CONSTRUCTION PHASE – 100%

Construction of the memorial is complete.

10. FLAMINGO ROAD EQUESTRIAN TRAIL                              K. Pursell, P.M.
        
Install an Equestrian trail on Flamingo Road between 36th Court and SR 84.

Construction Phase – 100%

The trail is complete and available for use.     

11. HIATUS ROAD AT ORANGE DRIVE TURN LANE               E. DeSimone, P.M.

Project Completed and Closed Out.

12. HIATUS ROAD ROUND ABOUT                                     K. Pursell, P.M.

Install a round about at the intersection of Hiatus Road and S.W. 26th Street

CONSTRUCTION PHASE – 99%

The contractor has completed construction of the round about, and is currently completing the initial punch list.
Broward County is scheduled to complete their review by August 29th. Upon approval the Contractor will schedule the application of the Thermoplastic Striping and Reflectors.
Landscaping and lighting to commence upon demobilization of the Contractor.       

      

13. NEIGHBORHOOD SERVICE CENTER                         K. Pursell, P.M.
        
Renovate the existing Jenmar building to create a neighborhood service center for the Town of Davie Department of Housing and Community Development.

PERMITTING PHASE – 100%
CONSTRUCTION PHASE – 10%

The Contractor is continuing demolition of interior walls and continuing to frame new spaces.
14. EASTSIDE LIGHTING                                                   K. Pursell, P.M.
        
Install street lights on 53rd, 54th, 55th, 56th, 57th (Ave & Terrace) and 61st Ave south of 42nd Street

CONSTRUCTION PHASE – 99%

The contractor has completed installation of the raceways and pull-boxes, and is continuing the site restoration and punch list.  
FPL has completed the installation of the light poles.

15. OLD DAVIE SCHOOL ADDITION                                     E. DeSimone, P.M.
        
Clean up and environmental remediation of open space parcel east of Old Davie School

REMEDIATION PHASE – 65%

The environmental contractor has taken soil and water samples onsite, and has developed a site assessment report to define the parameters of arsenic removal required. The report has been submitted to Broward County for their approval and response to determine how to address the contamination. Broward County has responded and rejected the SAR submitted the staff has forwarded the response to prepare a resubmittal.  
The contractor has proceeded with Broward County’S recommendation for the additional testing and will have the additional information for the SAR submitted by the end of the month.

16. SUNNY LAKE BIRD SANCTUARY                                   K. Pursell, P.M.

Prepare the site of the Sunny Lake Bird Sanctuary for future development

PRE-CONSTRUCTION PHASE – 20%

The architectural consultant is preparing a design for the future renovations to the existing structure.
The re-roof of the existing residence is complete.
The demolition of the secondary structure is complete.
The Accordion Storm Shutter Contractor is fabricating the shutters and will be complete with the installation by the end of the month.        
   

17. TOWNWIDE GENERATORS - PHASE II                              K. Pursell, P.M.
        
Upgrade various Town facilities to allow for the hook up of a trailer mounted emergency generator.

DESIGN PHASE – 95%
PERMITTING PHASE – 50%

The electrical engineering consultant has forwarded contraction drawings to staff and staff has forwarded the Building Department for preliminary review.
The Building Department has provided initial comments and staff have forwarded them to the consultant for revisions.    

18. VAN KIRK PARCEL                                                     K. Pursell, P.M.
        
Construct a park at the Van Kirk Parcel to include a canoe launch, nature trails, multi-use trail, picnic shelters, playground, fitness course, and boardwalk.  

PRE-DESIGN PHASE –70%

Staff is procuring a cost from our continuing services vendor for the design of the park amenities.
Staff has received and is reviewing the proposal.
The wetlands developer is in the process of permitting the development of the wetland remediation through South Florida Water Management District.

19. PINE ISLAND PARK POOL CHLORINE GENERATORS   E. DeSimone, P.M.

Design and Construct a sodium hypochlorite on-site generation system.

PERMITTING PHASE – 100%
CONSTRUCTION PHASE – 100%

Contractor has completed the installation of the equipment and has requested a startup of the system from the equipment manufacturer.
Orientation / training of the system and turnover to the Town were conducted in August 2008.  


20. OLD DAVIE SCHOOL WINDOW REPLACEMENT         E. DeSimone, P.M.

Replace all the windows of the schoolhouse.

BIDDING PHASE – re-bid 100%

Staff has revised the bid specifications and the bid is scheduled was advertised on April 28, 2008. A mandatory on-site pre-bid conference was held on May 9, 2008 at 10:00 a.m.
Council approved the bid award at the August 20, 2008 council meeting.
Staff has scheduled a pre-construction meeting for 9:15 a.m. September 4, 2008 at the Old Davie School.

21. POLICE DEPARTMENT CRIME LAB                         E. DeSimone, P.M.

Renovate existing storage room to create a crime lab and construct an exhaust system for the crime lab, narcotics evidence room, blood storage room and armory.

Project Completed and Closed Out.

22. POLICE DEPARTMENT UPS UPGRADE                               E. DeSimone, P.M.

Design and construct an upgraded U.P.S. backup system for the computer system.

23. C-11 CANAL EQUESTRIAN BRIDGES                                   K. Pursell, P.M.

Construct three (3) bridges along the C-11 canal on the Griffin Road side across canals that connect to the C-11 from the south between Davie Road and University Drive.  

DESIGN PHASE – 90%

The consultant is completing the schematic design for the bridges and is currently preparing the construction documents to submit to the permitting agencies by August 8, 2008.

Currently there are insufficient funds to construct this project.

24. LINEAR PARK INVASIVE EXOTIC TREE REMOVAL              E. DeSimone, P.M.
     
Remove all the invasive exotic vegetation between Davie road and University drive in Linear Park.

CONSTRUCTION PHASE – 100%

25. EMERGENCY GENERATORS                                        K. Pursell, P.M.

Design and install Emergency Generators at the Neighborhood Service Center, Fire Administration and Public Works Building, Pine Island Multi-purpose Center, and Ivanhoe Community Center/Fire Station 91.

PRE-DESIGN PHASE – 45%

Staff has submitted the RFP for design services to the Purchasing Department.
Consultant proposals are to be returned to the Purchasing Department by September 9 at 2:00 PM.    

26. WATER & WASTEWATER TREATMENT PLANT          K. Pursell, P.M.

Design and install a Water and Wastewater Treatment Plant to increase the Town’s daily capacity.

PRE-DESIGN PHASE – 5%

Staff to meet with Utilities staff to discuss design and construction requirements.  

27. WASTEWATER TREATMENT PLANT                          K. Pursell, P.M.

Design and install a Wastewater Treatment Plant expansion to increase the Town’s daily capacity.

PRE-DESIGN PHASE – 5%

Staff to meet with Utilities staff to discuss design and construction requirements.  


28. POLICE DEPARTMENT LOBBY SECURITY UPGRADE    K. Pursell, P.M.

Design and install a bullet proof security upgrade for the reception desk in the lobby of the Police Department Headquarters.

PRE-DESIGN PHASE – 85%

The Architect has prepared three schematic designs for the proposed upgrade for selection by the Police Department.
The Police Department has selected a conceptual design. The consultant is preparing a design proposal.   

29. PINE ISLAND RIDGE LIGHTING                                  K. Pursell, P.M.

Install street lights in the community of Pine Island Ridge.

DESIGN PHASE – 100%
BID PHASE – 50%

FPL has completed the project design.
Bid documents are being turned over to prospective contractors and bids must be received by September 25, 2008.
