Florida Statutes requires local governments to evaluate and assess the overall performance of their comprehensive plans at least every seven (7) years. The purpose of the EAR is to determine the success in meeting the goals, objectives and policies stated in the Comprehensive Plan so that the local governments can assess if they are growing in the desired direction. The EAR process is defined by Florida Statutes and requires performing an assessment for each element of the Comprehensive Plan. The EAR is the first step in updating a Plan.
